The Horizon Problem is the leadership challenge of optimizing for what is visible now while technology, markets, and organizational capability change what becomes possible next.
Why transformations fail
Large organizations often adopt modern language, frameworks, tools, and ceremonies while the underlying system remains designed for control, delayed feedback, and risk avoidance. Leaders see transformation activity, but the organization does not relearn how to learn.
The problem is not usually effort. It is structural misalignment: incentives reward the past, governance slows decisions, and leadership behavior unintentionally reinforces fear.
Symptoms
